Galactic Storm (ARC, OTIS), Protmind, Electric Circuit
Virtua Racing/Virtua Formula (ARC, 2x MultiPCM)(some vocal elements)
Like Taito it took Sega quite a while to move on from FM synth but when they finally did, they made sure to make an impact with super clear, super punchy, super dynamic and sadly mostly super short tracks for this almost revolutionary early 3D racing game. The most well developed song here, while cool, is really more of an intermission or warm up for the main event, which then doesn't happen. Huh. Still the sound design is top tier, we get to hear a bit of a sneak peek of what's to come in Daytona USA with the vocal samples, and that gated snare sounds gigantic. Note that the later console ports - while more primitive sounding - actually added a few more proper tracks, with the standout being the excellent Replay track unique to the 32X version.

Thunder Force IV (MD)
Oh my. Whether it's going for metal, jazz fusion, or throwback synth rock/pop, TFIV excels at chiptune sound design and pushes the sound chips of the MD about as far as they would be pushed until more recent homebrew efforts (not counting some soundtracks that use sampled percussion or the MCD or 32X addons along with creative channel 3 mode usage), while also displaying some great musicianship and memorable tunes.
The rhythm guitar-like instruments alone deserve special mention here. Often using a combination of two different instruments and then an additional copy of one of them for a combined stereo and chorus effect, the result - which you can hear in most of the boss themes as well as the intro - sounds massive and pretty much without equal for the system or even any 4-op FM synth-based game soundtrack going for this genre. Combine that with smooth PSG leads and accompaniment, lush single channel synth and brass-like chords, sweet bell and distorted synth leads, a thick and punchy low end, good variety, mostly well developed tracks with strong melody and progression, and you've got yourself one of the best 16-bit OSTs for the price of... nothing at all! Even some of the unused bonus tracks are on par with the best tracks from the average OST in this genre.
Robocop 3 (C64), Robocop 3 (NES)
Just Jeroen Tel showing why he's a master of his craft here in what sounds kinda like a blend of Lionel Richie, Prince and Billy Idol. Except the whole song is basically sax and guitar solos. The NES ver. is also great but this one has a bit more punch to it in the low end, and a more expressive solo lead.

Notable for featuring the first hip hop OST with actual rapping in it, and there's a lot of it too! Granted, these guys aren't exactly Run DMC or Tupac but they have decent flow and the backing tracks are well produced for this sound chip (which admittedly is a bit dated at this point, not having stereo and being a bit limited in clarity) and sort of contemporary for the genre at the time.
