Nova 9: Return of Gir Draxon (PC, MT-32), In-game and Ending
Until the synths played in that title track I thought I was listening to an actual Elfman score there for a bit. This is some of the best orchestral work using the MT-32 for sure. The rest of the OST is cool too and has a more ethereal sound, but the in-game music seems not quite as interesting, being a repetitive synth rock track that you'd typically expect from a late 80s OST.
Turrican II (AMI)
Going beyond the more chipmod/fakebit sound of its prequel, Turrican II features much improved drum samples, instrument variety and overall production. The intro/title track is also notable for using more than 4 channels (7 I believe) at once via software mixing, without any drop in sample quality as far as I can tell, and for being over 6 minutes long in total. The former would be too much of a strain on the Amiga to use in-game though.
Arcus Odyssey (X68K, MT-32)
Starblade (ARC, YM2151 w/ C140, sample heavy)
Lotus 2 (AMI), Full OST
Solvalou (ARC, YM2151 w/ C140, sample heavy)
A pioneering OST on the level of Lotus 2 and Streets of Rage, Solvalou features an atmospheric and sometimes minimalistic ambient techno/electro OST which is also pretty creative in that it intentionally mixes simple electronic sounds in rhythmic patterns with lush strings and horns fading in and out of the soundscape (sampled but also synthesized in Ocean Field), as well as the occasional sfx-like sound giving it more of a playful chiptune/80s game vibe at times. While the use of FM is very sparse in most tracks, LFO effects are used once or twice along with chorus and stereo for more interesting timbres. One other point of criticism is that the tracks and OST as a whole are generally kinda repetitive.
Driver's Eyes (ARC, YM2151 w/ C140, sample heavy)
Utopia: The Creation of a Nation (AMI)(includes a cover of Pachelbel's Canon), Music 2
TMNT IV: Turtles in Time (ARC, YM2151 w/ K053260)
Alien Breed (AMI), Ending (mono)
Brimble made some major improvements in terms of his sound design work since previous efforts and is delving into more atmospheric territory here with an unsettling electronic score. Looking at the intro theme the drums are contemporary sounding, the strings sound like there's at least a couple of extra channels in use and everything is crisp and clear. The in-game soundtrack is less ambitious, featuring just some ambient sfx until the player is escaping from a level, at which point a basic mechanical beat starts playing alongside an overbearing alarm sfx. A melancholic theme which is simpler but also well produced accompanies the ending.
Detana!! Twinbee (X68K, MT-32), SC-55 ver., Alternate SC-55 (remaster?)
"Composed by Konami Kukeiha Club (Michiru Yamane, Hidenori Maezawa, Masae Nakashima), this appears to be the first computer game to support the Roland SC-55 MIDI module released the same year. Which would make it the most technically advanced MIDI soundtrack up until then. It almost sounds like PS1-quality music, considering that the SC-55 is what Nobuo Uematsu later used to produce FF 6 & 7 music (combined with the later SC-88 in FF7's case). But besides the sound quality, the actual music itself is very well-composed, with strong melodies and catchy tunes (the things I usually like most about VGM)." - Jag85
Hero Quest (NES, unreleased), Atari ST ver.
Genocide 2 (X68K, MT-32)(in-game)
Super Castlevania IV (SNES)
It was a risky move for Konami to put new composers at work on their by now well established series, but it definitely paid off. Adachi and Kudou really make the system work here and the samples overall are both convincing and high quality for the system and time; I particularly like the backing strings, piano, fretless bass, toms and timpani used. Stylistically it's a pretty eclectic mix of neoclassical, jazz, prog rock, pop and ambient, which really helps flesh out the game's world beyond what we see on screen. At the same time some of the now classic themes are revisited and reworked to fit in with everything else. As for negatives, some of the brass sounds are a bit wonky and mechanical sounding and leads are sometimes too dry and/or thin, sticking out in an odd way in the mix. The drums used for Simon's Theme and Bloody Tears are also a bit weak, though they still work pretty well with the other instruments and in the context of the rest of the OST. I would have to check more thoroughly if there're any modulation or "surround" effects used, but I don't think so.
Pegasus (AMI)
Super Cars II (AMI)
Thunder Cross II (ARC, YM2151 w/ K053260)
The First Samurai (AMI)
EcoQuest: The Search for Cetus (PC, MT-32)(in-game)
Dyna Blaster/Bomberman (AMI)(different)
Streets of Rage (MD/GEN), Full OST
When this game was released, there was almost nothing like its OST in games (Lotus II's, Dyna Blaster's, Utopia's and Zone Warrior's exact release dates aren't known and Solvalou was released in december so that leaves Gods from a few months earlier; some would also count the obscure Kinetix/Dynamix for C64 (1988) and Xenon 2 (1989) as techno though). Electronic-based soundtracks tended to have a synth pop, disco, electro funk or european chiptune sound (sometimes breakbeats), but techno and house was very rare. This makes it even more impressive that it would also be among the best examples of these genres in games for years to come, on a setup that can't really be considered to have been designed for it. Comparing this to Revenge of Shinobi on a technical level, we now have stronger and clearer drum samples (sometimes mixed with FM drums), deeper and fuller bass instruments, smoother brass stabs, more advanced use of PSG harmonies to flesh out the overall sound, improved bongos, and some very snappy funk guitar riffs. Channel 3 mode is also used for more advanced hihats in some tracks (Player select, The last soul, You became the bad guy I believe). As for negatives, while the leads are generally nice they can sound a bit thin and/or dry at times, and some other games make better use of stereo and chorus effects.
Final Fantasy IV (SNES)
Space Quest IV (PC, MT-32), Transition effect explanation by ewmailing
Notable for its dynamic transition effect determined by the player's position while moving between various mall stores in a certain area of the game.

Genocide 2 (X68K, YM2151)
Vapor Trail (MD)
Chuck Rock (AMI)
Here we have a great old school rock 'n roll theme with a lot of grit and punch, nice solos and if you boot up the game, you'll see Chuck and his crew (I think) playing in sync to the music. This version has arguably the best sounding main theme - while it's more high end on MCD overall, it's not quite as energetic, and the SNES one sounds a bit muffled and has a weaker guitar lead. Apparently the developers thought it was so good that they didn't add any new music at all to the CD32 ver. There's sadly no other in-game music here and you have to pick between music or sfx; It was added to the console ports.

This one features impressive overall sound design using solid sampled drums and DCM, as well as relatively complex and lengthy compositions. It actually includes one of the longest tracks used in a NES game (Mount Vunar Caverns & Abadon's Castle at 6:24).
Monkey Island 2: LeChuck's Revenge (PC, MT-32), SB AWE32 ver. (unofficial, 32MB RAM, Masterpiece soundfont)
Notable for its dynamic music system called iMuse (the game changes the music on the fly based on your actions and the transition is more or less seamless), which was an evolution on previously used systems. Additionally, the "outside" theme in Woodtick also has 7 starting points that are chosen randomly each time it is started. There are also some transitions based on player actions within a room/sub area. Zaarin explains on their site mixnmojo.com:
"On the boats of Mad Marty and the inn, there's an additional effect. When you enter Mad Marty's boat there is a melody line playing in the right speaker. This can be called Mad Marty's melody. On the left side of the screen are the men of low moral fibre snoring away. When you wake them, the melody line in the right speaker fades down partially and a new one in the left speaker fades up. A bass and snare drum also kick in, changing the tune completely. This is the men of low moral fibre's tune. Because of iMUSE the game can change between these two dynamically whenever the player awakes the men. After they fall asleep, the music changes back to how it was initially."

Street Fighter II: The World Warrior/Street Fighter 2 (ARC, YM2151) & X68K FM (*upload fan stuff)
This was the break-out hit for Yoko Shimomura, who composed nearly all of the tracks, and she went on to have a long, successful career in the industry. Appropriate for the world traveling theme, there's a large variety of styles on display here for the time and each character theme has an alternate, faster version for when one player is close to winning a match that isn't simply the same track at a higher bpm. 8 out of the 10 non-boss characters also have their own ending themes, and a couple of them even have two versions!
Sound design-wise, the original SF2 is solid but not top tier, using no stereo effects, fairly muffled drum samples via the now dated Oki chip, little to no unique OPM effects (Brazil/Blanka might be using LFO or DT2 for its lead), and sometimes generic sounding brass/string/flute/rhythm guitar instruments - these seem to mostly draw from a library used in various previous Capcom games. There is also a lack of distinction between lead and backing instruments in various tracks and an overly loud and boomy kick drum, which along with the mono sound makes the mix sound kind of muddy and unbalanced in them.
Finally, the game features dynamic (although not seamless) music transitions for each opponent character, playing a faster and more urgent version of their stage theme as their health bar reaches about 33% or lower.
SF2 had a relatively big impact on hip hop and rap music, where it's one of the most sampled VGM soundtracks. Along with being sampled in countless songs, SF2 sound effects were also widely used in rap battles, especially in the UK grime scene. The fact that Capcom often relied on remixes of this game's tracks for years (Ken, Vega and other themes are still used in SF5) should also tell you something about the quality of the compositions.
Cyber City Oedo 808 (PCE CD, w/ OkiMSM5205), Full OST (partial redbook)
A lot of Turbo CD games actually used chiptune tracks for parts of their OSTs. This one's notable for being a rare combination of the sampler chip in the PCE CD addon (allowing for clearer sampled drums) and the default HuC6280 wavetable synth, and its great use of both resulting in it being among the best sounding PC Engine OSTs.
