Fast (faster than on SNES)
Large amount of moves (jump kicks, throws, sliding attacks, tackles)
One exclusive level
Somewhat more interesting level design than the console-based competition at the time (SoR, FF)
A surfing level
Fairly well captured Turtles atmosphere
Improved sprite work and animation compared to TiT (Stone Warriors, the Turtles, airship ending screen)
Harder stone warriors
More reliable ground slam move (always three slams)
Somewhat slower scrolling surfing stage than in TiT

Overall a bastardized version of the SNES game with fewer and longer levels (missing the time travelling aspect, some hazards in the levels, the shredder in a walker boss, throwing footsoldiers into the screen (which was definitely possible on MD hardware) and the mode 7 level, also simplified the Leatherhead boss)
Still fairly repetitive
Could've used more colour and the MD high res mode
Sloppy hit detection at times (large hit box on some traps and enemy attacks)
Boss rush which includes Ninja Master in the stage right after you've beaten him
