Loose scrolling again
Unresponsive controls (can't cancel a grab from the back causing lots of cheap hits from enemies, throwing an object takes about half a second, punching locks you in place and the character auto-attacks twice per button press, landing from jumping moves you slightly to the side for some reason), start with fewer moves - no kick or run moves, lots of dead space (hotel area), archaic message interface (like in old RPGs))
Hard to pull off simple moves (kicking - need to stand completely still, then press punch button)
Beat bosses by kicking them when they're down
Slower paced
New visual style which lacks personality
Severely limited shopping (even though there are lots of shops you can only use a single vending machine)
Can't walk out of a fight
Random people pick fights with you
The main character is obnoxious and 'tudy (geez, let me sleep already, so like what's up with this place? arrite!)
Enemies can hit you as you are getting up from being knocked down
Saving is not explained (autosaves at hotel)
Slowdown
Cutscene dialogue is very slow and unskippable
Still no map feature
Beat up your buddies without them reacting or taking damage
The game pauses at the start and end of each fight (displays taunts, then a reward message)
Plot conveniences (single enemy holding your character back while your ally gets beat up)
Steep difficulty curve (suddenly a girl in a school uniform takes tons of hits and can bitch slap you to death in seconds)
The jump kick sucks
Need to be lvl 13 and 16 respectively to throw enemies and do dashing attacks (takes very long and you had these abilities from the beginning in RCR)
