Plays very similarly to Street Fighter 2
Story mode with cutscenes in-between fights

Pretty large and detailed sprites
Play as Wingnut and Shredder by default

Difficulty (7 levels)/speed/time/control options
Pretty good animation (except for most of the background sprites)
Pretty lively and colorful backgrounds overall
Some moves can be chained for longer combos

Need to use a cheat to enable super moves/ultimate attacks in story mode
Simpler combat than in SF2 (four buttons - weak and strong punch, weak and strong kick)
Power meter (hit strong punch+kick when it's filled for a super move/ultimate attack) - these can be pretty cheap but can make one sided battles more interesting since it fills up faster later in the fight
Some moves do damage to your own character
Occasionally corny voice acting tied to special moves
Chrome dome's idle animation looks like a pelvic thrust
Very reverb heavy voices
No training or alternate modes (could've had a Power Rangers (GG) or Tekken 3 style beat 'em up mode)
SF2 style bonus levels in-between some fights (not very interesting)
Starts out pretty hard even on default (level 3 of 7)
Moon jumps
Unlockable vs mode character/handicap option/levels via cheats (Karai and Rat King/Metro and Studio 6; why not include them right away?)
Rat king looks like a body builder here
Can't counter/block grab/throw style special moves
Limited continues

Unbalanced characters (Karai, Rat King (AI throws you way too easily) and Shredder are OP overall, some moves are too good and easy to pull off against new players)
Several well known characters aren't playable (Krang, Splinter, Baxter, April, Rocksteady, Bebop) - instead you get some pretty obscure ones
Have to resort to cheap tactics to beat the game in single player
Much less memorable music overall than in the MD game
Trial & error (move priorities, specials - no special move tutorial in-game)
Can only play as a turtle in story mode
Several characters share ending themes
So-so rhythm guitar samples overall
